Previous Transformative Action Award Winners

The Transformative Action Award, co-organised by ICLEI – Local Governments for Sustainability and the City of Aalborg (Denmark), with support from the European Committee of the Regions and the European Investment Bank, is given to a city, region or civil society organisation that uses the 15 pathways outlined in the Basque Declaration to catalyse socio-cultural, socio-economic and technological transformations in their community, in addition to furthering the implementation of the European Green Deal at local level.

The actions taken reflect local or regional contributions to the implementation of international goals and commitments, such as the United Nations Sustainable Development Goals (SDGs), the Paris Climate Agreement and more.


2021 - La Titaranya SCCL, Spain

La Titaranya's transformative action generated a holistic long-term strategy, with direct input from citizens, that offers plans for social housing, premises for local cooperatives, public spaces, a climate shelter, heritage recovery, a local, organic food store and more.

2020 - Katowice, Poland

Katowice's transformative action uses apps and environmental campaigns to increase civic participation and to encourage residents to help make the city more sustainable. Through the wCOP drzewo <tree> app, residents can suggest places in the city where new trees should be planted.

2019 - Lousada, Portugal

Lousada's transformative action illustrates the powerful role environmental education plays in promoting environmental practices, supporting the creation of conservation areas and environmental job opportunities, as well as reconnecting local citizens with their rural landscape.

Ghent's transformative action seeks to revitalise the city’s local food system through participative governance models and to implement a system that is local, resilient, sustainable and fair for all.

Nilüfer's transformative action aims to increase civic engagement and participatory democracy through neighbourhood committees, the Nilüfer Energy Cooperative and the Nilüfer Innovation Center.
