CMC's strategy is to make Cascais a smart city, implementing a model that is a national and international reference. As a smart city Cascais’ vision associates new technologies with the provision of a public service of excellence, thus enabling the adoption of new models in decision making based on accurate information provided by technologies, particularly through the Internet of Thinks - IoT. Cascais, by implementing its operations centre, centralising occurrences and operational events of the various municipal entities, is able to have an integrated vision and allocate resources efficiently.
C2 integrates teams from different areas and competencies, such as mobility, traffic, solid waste management, territorial intervention, public lighting, air quality control, among others.
Cascais Operations Centre - C2 - is an integrated operation, in adequate technical facilities, which brings together part of the operational services of the municipal area, allowing for integration, correlation and centralized decision making of the different areas of competence, relating to the various municipal entities and communication with third parties that provide essential services to the town, such as communications, energy, among others.
As previously mentioned, C2's ambition is to centralise information and part of the technical services in order to take advantage of the potential information's correlation to enable more effective responses. The aim is to avoid errors or duplications in the allocation of resources needed to resolve different events. By implementing C2, Cascais manages not only to centralize occurrences and operational events of the numerous municipal entities, but also to have an integrated vision and allocate resources efficiently.
The main axes of action are: Integration, Coordination, Correlation and automation.
Regarding the first axis of action - integration - the aim is to centralise the technical operation aspects in a multidisciplinary room and to integrate the operational information from the multiple services of the various organisational units of the municipality's ecosystem of entities.
Regarding coordination (second axis), the Cascais Operations Centre (C2) is intended to coordinate with other entities with responsibilities and influence on the management of the municipality's territory and also to communicate the responsibilities and activities of each player in the resolution process of the different operational occurrences.
The correlation of information from various sources and the predictive management of correlated events, supported by analytical techniques are the basis of the third axis - Correlation.
The last axis is automation, which implies the automation of operational and alerting processes, aiming at minimizing manual supervision activity and maximizing operational savings.
The stakeholders involved: Cascais Municipality, municipal companies and other entities with intervention in the area - mobility, civil protection, municipal police, intervention in the area, environment, energy, among others.
It is easy to imagine the efficiency that such a system can produce, allowing resources to be allocated more effectively. It should be emphasized that this model developed by Cascais can be replicated by other cities.
Since July 2018, a request management system was implemented, based on the centralization of the reception of requests from the municipal universe, integrated in a responsible citizenship strategy, in which citizens can report different types of situations in public spaces, such as damaged pavement, broken traffic lights, urban cleaning, among others.
There has been an upward trend in the number of requests, and it is important to highlight that 85% of annual requests, belongs to the environment area, namely Urban Cleaning, Green Spaces, Playgrounds, Urban Waste Collection, among others. The remaining requests are also related to situations in the public space, namely, streets, urban furniture, street lighting, water and sanitation, among others.
Between January the 1st and 31 December 2020, 91.352 requests were received. The overall annual execution rate is 97% with a monthly average of 7613 requests.
The integrated management system for sustainable mobility in Cascais (MobiCascais), has a platform for technological integration of the numerous transport service operators and the different services and commercialisation modalities that integrate the C2 mobility vertical. This platform ensures the command´s operation and the control processes of the different functionalities, of the prediction and automatic learning systems, and of the communication and information provision systems, in real time, to the users, such as: video surveillance; park access control; alarm systems; parking authorisation management system; Bike Sharing and Bike Parking management system; and the public transport management and operation system.
In 2021, C2 remains with the objective of standardizing procedures, so that the implementation of the integrated management model is completed and fully operational. Thus, C2 intends to centralise occurrences and operational events in the different areas, in real time, in order to allow the municipality to manage its services, automatically and even more efficiently and, in the future, anticipate crisis situations.
Cascais Operations Centre focuses on the so-called catch & dispatch of different occurrences and operational events, whatever their type and nature, allowing an integrated vision to be obtained, in order to allocate the most appropriate resources that ensure the greatest efficiency and response capacity.
The expected impact at environmental and socio-economic level is already visible. Cascais has developed measures aimed to reduce energy consumption, with a strong focus on technology associated with renewable energies, and the rational use of resources. Cascais is one of four Portuguese cities on the list of the 100 most energy-sustainable cities in the world. The MobiCascais mobility project, with strong incentives for the use of public transport, is one of those that contributes most significantly to reducing the carbon footprint in the municipality of Cascais. The decarbonisation of the fleet, greater efficiency in urban cleaning, reduction of water consumption in the irrigation of green spaces and urban cleaning, reduction of energy consumption of operations and defence of the forest against fires are also some of the Municipality's priorities. Cascais uses 73% renewable energy, 52% of which is obtained through wind power and 13% from hydroelectric sources, according to a study released by the "Carbon Disclosure Project" (CDP), a non-profit entity that aims to alert countries, companies and individuals to responsibly manage their environmental impact.
The challenges are related to the implementation of an integrated territory management system that covers the various operational and security aspects, allowing command and control in real time, through the display of indicators and alerts. This system should also anticipate problems and solve them proactively, as well as to coordinate resources in a more efficient and effective way. As we learned, it´s necessary to involve all elements in the process in order to explain, not only the new procedures but also the new vision and mission, so that the change can be made in a serene, peaceful and participatory way.

1. Introduction
ICLEI Europe respects your privacy and seeks to ensure that any personal data that we collect is processed in a secure, responsible manner. ICLEI Europe only collects personal data that we need in order to provide our services.
ICLEI Europe operates iclei-europe.org as well as several topical and project websites, publishes a monthly e-newsletter (ICLEI in Europe), operates a mailing list for our members (members-net), several project-related newsletters, conducts topical mailings, and organises events as part of the services provided. This policy explains how we process personal data that is related to our services.

2. Data collection and use
ICLEI Europe collects personal information to deliver the services requested based on ICLEI Europe’s legitimate interest in keeping you updated about relevant activities and/or based on the (membership) contract established between you and ICLEI Europe. ICLEI Europe strives to limit the amount of personal information collected.
The personal information collected could be used to contact you with regards to our activities or in response to a specific enquiry via email, telephone or postal mail.
We collect data about your preferences and interests connected to our thematic content categories. This allows us to build your personalised service experience, customising the website, and tailored emails and newsletters.
We do not collect any sensitive data (political opinion, religious beliefs, health, etc.) unless it is expressly needed and on the basis of your explicit consent.
3. Details about data collection via websites
When you visit websites managed by ICLEI Europe, a small amount of information concerning your use of them is generated - see our policy on cookies, social media plug-ins and maps services below. If you only browse the website, ICLEI Europe collects no personal data, i.e. we cannot identify who you are.
3.1 Cookies
Cookies are tiny text files stored on your browser. We use cookies to help us improve your experience. EU legislation states that all websites should let you know when they are using cookies. Most websites use cookies and they will not cause any harm to your device. ICLEI uses cookies to help us see which pages our visitors like and which ones are not working so well, meaning we can make improvements to the website and improve their experience. 3.1.1 Necessary cookies
These cookies are needed for our website to function. Therefore they are always on but they do not contain personally identifiable information (PII).
3.1.2 Matomo
This website uses Matomo to analyse traffic and help us to improve your user experience. This is done without tracking your IP address or any other personalised data. We do not automatically gather or evaluate any personalised data. All anonymized tracking data is located on our self-hosted Matomo server and only ICLEI Europe has exclusive access to it.
3.2 Integration of Social Media Plug-ins
(1) For embedding social media plug-ins on our websites we are using the so-called two-click solution. This means that when visiting our page, no personal data is initially transferred to the plug-in providers. You can identify the plug-in providers by looking at their logos as well as the text that appears when you hover your mouse cursor over their logos. You can directly communicate with the plug-in provider via the button.
The plug-in provider will only receive the information that you are using on the respective page of our online service once you have clicked the indicated field and thereby have activated it. Additionally, the data listed under point 4 in section 3.1 (see below) is transferred. In the case of Facebook, the IP address is anonymised immediately after it has been collected according to the respective providers in Germany.
The activation of a plug-in thus leads to your personal data being transferred to the respective plug-in provider and saved there (in case of US American providers in the USA).
As plug-in providers mostly collect data via cookies, we recommend you delete all cookies in your browser via the security settings before clicking on the greyed out box.
(2) We are neither able to influence data collection and data processing, nor are we informed as to the extent of the data collection, the purpose of data processing, or the data retention period. We also have no information from plug-in providers regarding the process of data deletion.
(3) The plug-in provider saves the data collected about you in the form of a usage profile and uses that for the purposes of advertisement, market research, and/or needs-based website design.
Data analysis of this kind is undertaken (also for not logged-in users) in particular for the purposes of needs-based advertisement, and to inform other users of the respective social network of your activities on our website.
You have the right to object to the creation of these profiles. To make use of this right, you need to turn to the respective plug-in provider. We offer you the opportunity to interact with social networks and other users via the plug-ins, enabling us to improve our online service and make it more interesting for you as a user. 4. What personal data we collect and why
Personal data is collected via ICLEI-managed websites if you subscribe to our newsletters. The mandatory field for subscribing to the e-newsletter(s) is the email address. Other details are not mandatory, but would help us understand your interests and improve our activities.
Other data: We collect information from you through information that you provide to us through business cards, through project partnerships that we jointly work on, and through events that you have signed up for. When you register for an event, you might be requested to provide such information as contact details (possibly including title, initials, first name, surname, gender, company, job title, e-mail address); bank details; travel preferences and dietary requirements. Only information necessary for managing your participation in an event is collected.
5. How long do we keep your personal data?
We will not retain your personal information for longer than required. We will keep your personal information:
- For as long as required by law
- Until we no longer have a valid reason for keeping it

At ICLEI Europe we implement technical and organisational measures to secure your personal data against hacking, malware, ransomware, malicious websites, etc.
Our server environment fulfils all modern security requirements for protecting your personal data. This includes software and systems to prevent hacking and to fight malware, ransomware or any other intrusion from potentially malicious websites. All our data is stored on a dedicated and secure server environment.
