Mobi Cascais is an integrated mobility platform which includes several modes of transportation (train, bus, car-sharing), as well as parking within one single technology platform. The platform, which is exclusive to Cascais,  is used by both visitors and residents and has great potential to be replicated elsewhere.

Mobi Cascais promotes transparent and easy access to public transportation for all citizens and promotes the use of public transportation by facilitating the intermobility between private cars and modes of public transports.

Smart city principles are applied through the merged modes of transportation and parking in one single application which can be accessed on a smartphone or directly in our citizen shops.

The Municipality of Cascais faces multiple challenges regarding mobility:

More collective transport services is needed;

Poor road hierarchy;

The degradation of the public space due to excessive car use;

The modal split with an exaggerated prevalence in individual transport.

The challenges are:

Diversify and intensive use of public transport and smooth mobility;

Promote the use of the train as the main mode of collective transportation;

Complement the offer of collective road transport and improve access to the poles that generate traffic;

Integrate and articulate the parking policy in the sustainable mobility strategy;

Optimize integration of the demand and the offer of the different modes of transport and services available, as well as make available to the public, in real time, the conditions of operation and the levels of service of the transport network.

As Vice-President of Cascais Municipality, Miguel Pinto Luz says "there is no true democracy in a territory without mobility". In this sense, the Municipal Council of Cascais is committed to promote the sustainable development of the territory, encouraging the promotion of better, environmentally friendly urban mobility.

For this purpose, Cascais was the only municipality that did not delegate the responsibilities of the municipal transport authority in the Lisbon Metropolitan Area, and was constituted as an internal transport operator, through its municipal company Cascais Próxima, with competence to develop and operate the integrated mobility system, including smooth mobility, public transport, parking and the integration of other modes of transport and services.

In 2016, the municipality launched Mobi Cascais (integrated mobility management system), which is based on an integrated platform for several transport operators and a network of infrastructures and equipment, with a mission to offer a diverse and flexible set of mobility solutions and services that meet the needs of the inhabitants, workers and visitors.

In the bus network, it was possible to increase the supply of careers by 24%, putting into operation six new careers and integrating three others, operated by Scotturb. These are complementary and inter-operable, having a common tariff that takes the form of flat rate.

In the area of ​​soft mobility, a shared bicycle service has been developed, that integrates shared leisure bikes, bike sharing and even bike parking.

For the regulation of modal choice, the parking policies are decisive, with Cascais Próxima managing and exploring 5417 places on the surface and 1759 in ten closed parks.

In order to promote mobility as a service, to diversify modes of transport and to intensify the use of collective transport and soft modes, a strategy for the creation of Mobility Packages has been defined, with the following principles:

Provide integrated tariff solutions that allow access to different modes of transport, from different operators and to rental services for shared bicycles, parking and car sharing;

Reduce the costs of using public transport to the end user;

Segment the tariff offer with the demand and typology of the users.

The social component is reinforced in the mobility packages through the free use of the bus and bicycle network for children up to 12 years old and with discounts for those over 65.To ensure the management and integration of real-time mobility solutions and services, the Cascais C3 Control Center was created.

The MobiCascais integrates modes of transport provided by partners especially train operators, buses and car sharing. It is the ongoing integration of new modes including the transport of non-urgent patients, school transport, the taxi network and even transport on request.

Last year, 99,644 passengers traveled by bus. Of these, 76% are associated with high-frequency routes that promote the connection between poles that generate travel and ensure they are folded down with the train.

Leisure bicycles, bike sharing and bike parking are the mobility solution for the last kilometer travel: uses of bikesharing 11242, uses of bikeparking 1350, uses of leisure bikes 48967. Infrastructures and equipment relating to mild modes cover the entire territory of the municipality: number of bike sharing stations 76, number of sharing bikes 600 (still pending the deliverable of 1200) and 2000 parking spots to increase the use of the train as the main mode of transport, parks and parking areas were established in the vicinity of the railway stations, with a total of 4,086 Mobility Packages of train+parking.

To attract and retain customers, new customers were offered different ways of payment for services such as green and Via Pay Simplex.

At the branding level, the MobiCascais brand was created and marketing campaigns launched. For more information click here, or here.

The app shows the transport delays and the estimated time until a certain stop, the number of available places in car parks and the number of bicycles at each station.

To establish itself as a hub for incubating and experimenting with new paths and solutions in the area of mobility, Cascais has been increasing partnerships for the transfer of skills and dissemination of acquired knowledge through organisation and participation in seminars, conferences, workshops, working groups and thematic exhibitions.


The project was only recently implemented, so we do not yet have data to assess the environmental impact of measures in the area of mobility in the last year and a half. However, given the imperative to evaluate the environmental impacts resulting from the implementation measures in Mobi Cascais, the review of the Transit Study of the Municipal Area is underway, which will allow the evaluation of the current modal distribution of the municipality.

From the analysis of the numbers of passengers transported and the number of uses of bike sharing and bike parking, the dependence of the car is decreasing, and the use of soft modes and public transport has increased, in the last year and a half, with positive consequences on reduction of CO2 emissions.

Main results from the acquired experience, which can be easily replicated in other cities are: Introduce Mobility Packages that merge in a single title the access to different modes of transport, of different operators, as well as services of shared bicycles and parking; Promotion of intermodal ticketing solutions with integration of other mobility services; Diversification of transportation modes and options, providing users with a varied choice; Integration of new operators, real-time management of public transport, soft modes, parking, shared mobility and individual transport demand; Introduce social incentives for the use of public transport, shared mobility and soft modes.
